I had the pleasure of hearing Cutter Senior Consultant Michael Mah present to Latin American CIOs at the recent Cutter Latin America Summit in Mexico City. He talked about the role of outsourcing in managing a high-performance IT shop; his byword was "geography matters." By this he meant that having some aspects of development or operations in another geography, with different customs and culture, presents problems in attempting to manage toward high-performance goals.
