Musings on IT Strategy in 2002

Lately, it seems to be a weekly event to read another updated and even more dire prediction that the economy will take 12, 18, or even 24 months to rebound. With naive anticipation, I keep watching for accompanying pieces announcing the investment increases in process improvement and measurement to leverage and stretch shrinking corporate budgets. But, so far, this doesn't appear to be happening. While advancements are being made in process improvement in terms of increased ROI (return on investment), the traditional staff layoffs, along with travel and training cuts, are still favored survival techniques.
