Last month in Part 2, we focused on IT governance and how budget is such a critical element. In other words, since budget is critical and budget is a mess, then IT governance must also be a mess. (Note that we focus on the governance of IT organizations that provide services to the other units of the business.)

This month we suggest what CIOs and CFOs should do to address the problem of IT budgeting and improve IT governance. We also offer a questionnaire instrument for readers interested in diagnosing their own circumstances.
