Overmanaged and Underled
Almost all IT organizations suffer from a small set of persistent problems that they cannot solve no matter how hard they try. Aligning business and IT, demonstrating business value, and leading innovation are universally recognized as persistent and significant issues for most IT organizations. These problems can't be solved with even the best of management techniques and efforts because they are not management issues. They are leadership issues and can be resolved only through leadership actions. Unfortunately, IT leaders spend most of their time managing and far too little time leading. Their focus on controlling day-to-day operational activities and keeping up with the massive volume of data that these activities produce tends to weigh down the organization with process, controls, and reporting, which in turn stifles the very leadership and creativity needed to solve these problems.
