Every time I ask, "What is quality?" I inevitably get a response related to metrics: quality is 7 out of 10, or quality is four sigma or better, and so on. Very few people respond with an answer about what quality is or what quality means to them with respect to their business. Even after repeated questioning, it is very difficult to get people to define what they mean by quality in a nonmetric sense.
