Knowledge Capital and "The Knowledge Problem"

There is great potential payoff from developing software systems that embody knowledge as such. The more software developers move from building information technology to building knowledge capital, however, the more likely they are to encounter what economists call "the knowledge problem."1 Economic systems that ignore the knowledge problem fail.2 Software development efforts that ignore it are likely to fail also. On the other hand, development efforts that recognize and accommodate the knowledge problem have a decent shot at a substantial payoff.
