Taking the Measure of User-Centered Design

Usability engineering has as its main goal establishing a repeatable process of software or Web development that is guaranteed to satisfy the needs of the users (defined in a broad sense -- not just the "end users"). As such, usability engineering is part of an organization's quality assurance function. Unfortunately, many organizations fail to see usability engineering in these terms. Instead, the usability engineer is often invited into a process that has already started, one in which the client does not have sufficient quality maturity to accommodate the input of a usability engineer where it will be most effective.
