Killing IT Projects: Opening Statement

Every experienced IT manager has seen it: the project that has blown its budget and is years behind schedule, but is left by the organization to continue on its doomed path. After 25 years of managing and consulting on IT projects, I'm astounded that the IT industry collectively still can't tell a viable project from one that will never get to successful completion before millions of dollars have been invested. The IT literature abounds with examples of failed projects, but it is almost silent on methods and techniques to identify projects underway that are signaling eventual and expensive failure. How do the turkey projects get wings in the first place; and, once flying, what prevents us from grounding them?
