Why Flawed Software Projects Are Not Cancelled in Time
Between 1995 and 2003, my colleagues at Software Productivity Research, Inc. and I have worked as expert witnesses in 15 lawsuits involving software projects that were terminated, severely delayed, or failed to operate effectively when deployed [5]. In addition, our assessment and benchmark studies have included examinations of more than 200 software projects that were terminated due to excessive cost or schedule overruns, out of a total of some 12,000 projects examined [8].
