In a recent issue of Cutter IT Journal, Capers Jones reports that nearly 50% of large software projects will end up being cancelled [2]. Billions of dollars in capital budgets will be wasted, and investments in IT will not deliver enough of the right capabilities. Given these results, IT budgets are under increased scrutiny. Indeed, the strategic role and contribution of IT to a specific company are being actively debated in the business literature [1].
