Offshore Outsourcing: No Pain, No Gain?: Opening Statement

During the period of June through August 2004, I tracked nearly 300 articles on offshore outsourcing (hereafter referred to as "offshoring") in mainstream newspapers, magazines, and other publications around the world; they continue to appear at the rate of three to four per day. The concept of offshoring -- especially in the IT community -- is such a familiar and hotly debated topic that it requires little or no definition or explanation. The economic expectations of prospective outsourcers have been widely discussed, and numerous case studies have highlighted both successes and problems with the implementation of offshoring.
