Software Configuration Management Metrics
The IT industry as a whole continues to be plagued by the problem of finding, and retaining, people with desirable levels of training and experience. The classic statement of this problem is that such people are hard to find on the market, so you need to train them inhouse. Unfortunately, this makes them attractive targets for competitors, who lure them away with higher salaries and benefits. If every company trained its staff, there would be less incentive to "poach" employees; but the general sentiment seems to be that this would cost too much.
