Software Creativity

How has our profession come to equate creativity with ad hoc development or hacking (a misuse of the term, by the way)? With the emphasis on process, methodology, and software "engineering," the creative aspects of software development are often viewed negatively. "The last thing we want is for our programmers to be creative," goes the management mantra.
