Project management in IT is not a science; not yet, anyway. And the management of large IT systems projects is particularly problematic. In recent months, I've seen an increase in the number of big projects that companies are launching, which is reassuring after the long dry spell we've experienced. I've even seen some projects that are not being sent offshore, particularly in the US federal government (the Department of Defense, the Department of Homeland Security, etc.) and in businesses that have not been hit too hard by the recession, such as insurance and housing.
