All project managers can repeat the mantra of on time and on budget but I've found that for many, the PM's budget doesn't mean dollars. The usual explanation for this is that their staffing is fixed and they're not using outside contractors, so translating their project hours into dollars is simply an unnecessary exercise. Au contraire mes amies. Just as knowledge of French at one time was considered a requirement for participating in polite society and English is the ticket into the game of international business, so money is the language of upper management.
