Timely Versus Schedule-Driven

Several companies I've worked with over the last few years have been so schedule-driven that it's difficult to swing them into an agile mode. In these companies, schedule becomes such a fierce mantra that everything else -- capability, product quality, morale, and more -- suffer. In these companies, lip service is paid to quality but the only performance measurement that staff feels drilled into them is schedule. There is almost, but not quite, a sense that any features that are delivered on time, regardless of customer satisfaction or quality, are deemed high performance, and conversely, that features that satisfy the customer and are of high quality but delivered late are deemed poor performance.
