Agile Code Priorities: Part I -- Using a Priority Hierarchy

In this Executive Update, the first of two concerning agile code priorities, I suggest a hierarchy of practices and principles, which I try to use to make the code-related choices for my projects. These choices have been invented and articulated extensively by others, but I have never seen them ranked by priority as a choice-making system.
