IT security compliance is sometimes likened to a black hole. With all the threats that exist -- not to mention all the negative attention that's resulted from a large number of well-publicized breaches -- it has become a necessary and critical business function that demands an ongoing effort. So you implement (and fund) various security practices and hopefully there are no incidents. But was this because of your security practices? Or were you just lucky? In other words, it can be difficult for organizations to assess the actual performance of their security practices and investments.
