From the germation of an outsourcing project through tender development, applications, evaluation, and contract negotiation, it is not unusual for a serious amount of time to elapse before the actual work gets under way. There's often an equipment rollout involved as well, and with 10,000 PCs needing installation or a significant network installation, it may be another 6 to 12 months before the original concept is operating in the proposed manner.
