The IT function has always been outsourced -- to the IT department. Although structurally part of the overall organization, the IT shop has often resembled an island with its own laws, language, and culture. For various reasons -- some self-inflicted, some business-imposed -- the IT group was never quite integrated into the rest of the business. Lacking clarity about the IT function, businesses effectively outsourced to the IT department not only technical tasks but also the responsibility and accountability for IT.
