I've reported in the past that Microsoft is running into increasing resistance as it tries to sell its Windows operating system abroad. The governments of Germany, India, and China have all resisted buying Windows for their organizations. They have all looked to Linux as an alternative. The national government of China, for example, had the Chinese Academy of Science develop a Chinese variation of Linux named Red Flag Linux.
