Once upon a time, I taught a project management class. As one of the first assignments, I would hand out a set of project management reports and ask the students to go over the information and come up with a set of the most important questions to be asked of the project leaders of the various projects. Their questions would always be the same: "Why is this project behind schedule?" "Why is this project over budget?" I'd let this discussion go on for 30 minutes or so and then I would interrupt and say, "But you have overlooked the most important question of all!"
