Editor's note: Assertion 86 from the Cutter Business Technology Council states, "Companies that invest now in new IT infrastructure will emerge from the present downturn markedly stronger than their less confident competitors." To follow up on this Council Opinion (Vol. 3, No. 6), Cutter Consortium recently conducted a survey to gauge IT investment and activity during the economic recovery.
