Getting Past the Pain in Project Portfolio Management

In April 2003, I edited a Cutter IT Journal issue on project portfolio management (PPM) [1]. At that time, the authors and I focused on whether a good PPM process requires tools and infrastructure or simply a decisive mindset. The consensus of all the authors was that without an infrastructure, even the most decisive organization would eventually lose focus and begin to suboptimize its portfolio.
