Following the Money: Attitudes and Priorities

In my last Update (Vol. 5, No. 17), we established that corporate spending on IT will increase in 2004 and 2005, not at a breakneck pace by any stretch of the imagination, but measurably. This is good news for the industry and everyone connected with its growth and success. But changes in our attitudes about the business value of technology have occurred, and some have helped rearrange spending priorities. Is technology as "strategic" as it was perceived to be in the late 1990s when everyone had to have a Web presence? Or has it become far more "operational" since 2000?
