Two years ago we added this question to our research on IT Trends. Though the data is limited, spending appeared to be growing this year, and is a data point we'll continue to track. According to Mike Sisco, the growth "... could be attributed to developing staff internally to avoid hiring new employees. Last year, I discussed the future challenge we will face in staffing our IT organizations as the demand for qualified resources outpaces the supply due to retiring baby boomers and fewer IT majors graduating from universities.
