What has the TV series NCIS got to do with software project estimation? Probably not much, but I wish I had had one of its episodes in my pocket a few years back. I was at a project review at a Chicago cellular communications company, when one of the company's executives declared, "We're not going to extend the schedule, and we're not going to remove features."
