Where do we start working on management change? On a purely pragmatic level, changing "us" is the area where we have the most direct influence. And it's often easier to motivate others to change their behavior if they've seen us change ours. When we change the way we view our jobs as managers -- change the model we operate out of, or change the way we communicate with development and test teams, change will happen.
