Making IS Projects Work

I am going to make a bold statement here. I believe that it is possible to deliver IS projects on time, on budget, and to specification. Yes, this is contrary to the Standish Group's reports of dismal project delivery results, and it may fly in the face of other "experts" who spend their time identifying the many reasons why IS projects are doomed to failure.
